CLEAN NEIGHBOURHOOD PROGRAMME 2008-9: tackling enviro anti-social behaviour

Funding

Up to £80,000 in 08-09. There will be a maximum of £7k per CSP.

There will be up to £100k in 09-10, and 10-11 for the Enviro ASB programme dependant on how it goes in 08-09.

Purpose of Clean Neighbourhood Programme

Making people safer, and feel safer, in their own homes, neighbourhoods and town centres through environmental improvements: tackling the apparently low-level issues that can have a significant cumulative impact on people’s quality of life and perceptions of the safety of their area, and halting the spiral of decline by sending a clear signal that the well-being of the area and its residents matter.

Criteria

  • Community Safety Partnerships need to sign up to tackling one or more of the following:
  • Graffiti and fly-posting
  • Litter and fly-tipping
  • Noise nuisance
  • Vandalism (criminal damage)

The Clean Neighbourhood Programme can also target issues such as dog fouling as a secondary part of the programme.

Work can be across the CSP area as a whole or target identified grotspots. CSPs can also choose to focus on town centres and/or residential areas and/or parks and open spaces.

Each project must:

  • Be multi-agency
  • Sign up to prevention/clean up and enforcement action
  • Be a continual drive over at least 12 months, not a one-off clean up
  • Involve the local community

SMART targets will be agreed for each project eg graffiti cleaned up within 48 hours of reporting, or 24 hours when it is hate-related.

Good practice

  • Have a dedicated resource to co-ordinate between parties
  • Make it easy to report enviro-asb (including out of hours) eg a dedicated phoneline, online reporting form
  • Respond swiftly to reports
  • Engage with communities – meet their needs and give them ownership
  • Involve PSNI – graffiti for example can be an indicator of other problems in an area
  • Be clear about what enforcement action you will take. And take it.
  • Maintain a good relationship with council Operational Services or whoever will be undertaking the actual cleaning
  • Feedback to the community what action you have taken

Application to participate

  • Must be made on the Clean Neighbourhood Programme project template
  • Must be made by the Community Safety Partnership
  • Must be on at least a 12 month basis
  • Should indicate a dedicated co-ordinator for the programme
